President John Theotonio called the meeting to order at 15:30.

MINUTES OF THE LAST MEETING

Allison McDaniel read the minutes of the spring 2001 meeting held in San Diego, California. A correction to the minutes was made. On page 3, the last item under New Business should read the Personnel Subcommittee instead of the Control Area Criteria Task Force. Sharon Cox made a motion to accept the minutes as amended. Bill Grant offered the second and the motion carried.

SECRETARY'S REPORT

TREASURER'S REPORT

Weldon Perkins read his report (attached). The balances are as follows:
General Fund $15,685.38
APDA Promotional Fund $ 6,513.06
Nick Nicholson Fund $50,842.51

Frank Harris made a motion to approve the Treasurer's report. Bill Grant offered the second and the motion carried.

PRESIDENT'S REPORT

John Theotonio read his report (attached), which addresses issues, both personal and professional, which are the result of the attack on September 11th.

VICE PRESIDENT'S REPORT

None.

TRUSTEE'S REPORTS

UMW Area: Sharon Cox read her report (attached). The UMW Area has held two Area meetings since the last National meeting. Their DTEC committee is working with NERC to ensure that future meeting technical presentations will meet NERC standards for Continuing Education credits required to maintain NERC certification.

SW Area: Bill Grant read his report. Conditions in the West are constantly changing. FERC is asking for a single RTO to control the Western United States and Desert Star seems to be a thing of the past. NERC and WSCC criteria are always subject to change. The one constant is the need for ongoing dispatcher training. This is a void, which can and should be filled by the APDA.

SE Area: Frank Harris read his report (attached). At their fall meeting the SE Area also resolved to submit the technical portions of future meeting to NERC for approval as CEU for NERC re-certification.

REPORT OF COMMITTEES

National Log Editor:
Larry Bellnap was unable to attend. Weldon reported that Robert Williams would distribute the LOGS for the NW Area.

Scholarship Committee:
The 2001 scholarship has been awarded to Nicole Belt, daughter of Richard Belt from Puget Sound Power and Light. Nicole is attending Pepperdine University with a major in public relations.

UNFINISHED BUSINESS

Sharon Cox announced that Don Herrly of Montana-Dakota Utilities in the UMW Area has accepted the job of National Log editor. Don wishes to begin his duties when the National offices move to the UMW Area in the fall of 2002. John Theotonio explained that Larry Bellnap would like to work with the new editor prior to turning over the job. Sharon will have Don contact Larry to discuss the transition.
Sharon Cox announced that Bruce Glorvigen of Ottertail Power in the UMW Area would assume the job of National Scholarship chairman in 2002.
The UMW Area DTEC committee has completed a set of guidelines on how to host a meeting. This is an excellent tool for anyone, in any Area, who is in charge of planning a meeting. Copies are available from Sharon Cox (slcox@midamerican.com)
Bismarck State College in North Dakota is developing an on-line course for system operators. General program information is available on their website at www.bsc.nodak.edu.
At the last trustees meeting a discussion on Area membership for Marketers was tabled due to a lack of time. After a short discussion it was concluded that an employee of any National Marketing entity might join any Area of the APDA regardless of the physical locality of their workplace. It is felt that most marketers would prefer to join the Area in which they do business.

NEW BUSINESS

Frank Harris presented a letter from the SE Area, attached, nominating James Ford for the National Outstanding Service award. Sharon Cox also presented a letter, attached, from the UMW Area nominating Bruce Glorvigen for the National Outstanding Service award. The presentation of two awards at the same meeting was discussed. The consensus of those present was that there is no reason why two awards should not be given. Allison McDaniel made a motion to present James Ford with the National Outstanding Service award. Sharon Cox offered the second and the motion carried. Allison McDaniel made a motion to present Bruce Glorvigen with the National Outstanding Service award. Weldon Perkins offered the second and the motion carried. Both recipients will receive their award at the 2002 Spring National meeting in Las Vegas.
Terry Sasser, Southern Company Services, has volunteered to be the Webmaster for the National APDA website. Terry currently maintains the SE Area website. In light of the ongoing problems with Daniel Zamani and dissatisfaction with the National website in general, it was decided that we should replace Daniel Zamini as Webmaster. Allison McDaniel made a motion to replace Daniel Zamani with Terry Sasser as Webmaster for the National APDA website. Sharon Cox offered the second and the motion carried. John Theotonio will notify Daniel of this change.
Frank Harris presented a proposal (attached) from the SE Area membership to develop an on-line system operator certification training program. John Theotonio is also working towards this goal at NERC. He will be forming a training work group comprised of at least one representative from each region and technical experts with transmission, generation, marketing or scheduling backgrounds. John suggested that the SE Area form their own DTEC committee to address regional issues and or volunteer to help NERC on the National level.

NEXT MEETING

The spring 2002 meeting will be held in Las Vegas, Nevada. Date and time to be announced at a later date.

REPORT OF COMMITTEES

Scholarship Committee:
The 2001 $2000 National scholarship has been awarded to Nicole Belt, daughter of Richard Belt from Puget Sound Power and Light. Nicole is attending Pepperdine University with a major in public relations.

National Log Editor:
Larry Bellnap reported that he is nearly completed with the 2001 LOG. It should be out around the first of the year.
Larry hopes to have a new Log editor to work with in preparing the 2002 edition.

NEW BUSINESS

The Board of Trustees voted on Thursday to present Outstanding Service awards to Bruce Glovigen from Ottertail Power in the UMW Area and James Ford from Southern Company in the SE Area. Both nominees will receive their award at the spring National meeting in Las Vegas.
Terry Sasser, Southern Company Services, has volunteered to be the Webmaster for the National APDA website. Terry currently maintains the SE Area website. In light of the ongoing problems with Daniel Zamani and dissatisfaction with the National website in general, it was decided that we should replace Daniel Zamini as Webmaster. The question was posed as to whether Terry, as an APDA member, should be paid the $100/month salary that we are currently paying Daniel. The job of Webmaster is very time consuming but members have never been paid for volunteer work. Frank Harris has not discussed this issue with Terry but will do so and report back.
Frank Harris presented a proposal (attached) to the Board of Trustees, from the SE Area membership, to develop an on-line system operator certification training program. Many members were interested in the status, within NERC, of CEUs in lieu of re-testing for dispatcher certification. John Theotonio reported that the Personnel Subcommittee has decided to rewrite the white paper on continuing education and post it for public comment. He felt that the white paper should be posted on the NERC website by the end of this year. The public comment period is 45 days and comments will be the defining factor in determining the fate of continuing education. It is important for those of us in support of CEUs to make detailed comments in response to the white paper.
Larry Bellnap expressed concerns about the fact that none of the Southwest Area officers were in attendance at this meeting, nor did they arrange for other members to conduct a Southwest Area business meeting in their absence. This prompted a discussion on the decline in the quality of Southwest Area meetings and the lack of support and dedication of the Area's officers and members. The Southwest Area has always been one of the largest and strongest areas in this organization and it is distressing to see the lack of enthusiasm and declining participation within this Area.
The UMW Area has excellent attendance and provides quality training at their meetings. Sharon Cox (slcox@midamerican.com) will provide their guidelines on how to host a meeting to anyone who requests a copy. The UMW Area DTEC committee ensures quality technical presentations by overseeing this part of the meeting's agenda. Officers and meeting hosts generate enthusiasm by talking about the upcoming meeting with co-workers, supervisors and members at neighboring utilities. The message is reinforced using email as well as mailing brochures to member's homes if requested. They plan the meetings well in advance and make sure that everyone hears about it more than once!
The SE Area is also very successful at holding quality meetings that are well attended. The meeting host in this Area arranges the hotel and banquet facility but the Offices have a core group of people that help the host company to ensure that the meeting is a success. This core group ensures continuity from meeting to meeting and provides a basis for communications and support.
The NW Area holds its meetings in conjunction with the Northwest Power Pool meetings, which adds an incentive for attending.
John Theotonio will send a letter to each of the Southwest Area officers expressing the dissatisfactions and concerns expressed by the Southwest area members in attendance.

REPORT OF ACCIDENT, SICKNESS OR DEATH

Johnnie Holmes from Los Alamos passed away on July 31st. Danny Bucklin, SE Area President elect had a stroke but is recovering nicely. Tom Stearns, PG&E retired, passed away on May 29th. Guy Smith's daughter Misty passed away in October at the age of 30. Guy works for EXCEL Energy. Mike Oshe from Puget Sound Power and Light passed away. All members stood for a moment of silence.

Sharon Cox thanked Larry Bellnap and the entire group from the CAISO for hosting an excellent meeting.

NEXT MEETING

The spring 2002 meeting will be held in Las Vegas, Nevada on April 14th through April 17th.
