The NW area business meeting was called to order on May 16, 2013, at 8:10 am. 14 members were present.

Minutes of the 2012 Fall meeting in Leavenworth, WA, Oct 8-12, 2012, were read by Secretary Dave Bennett. Ron Roy motioned to accept the minutes as read, seconded by Chris Chaney. Motion carried.

***** Report of Area Treasurer *****
Chris McDarment reported a total NW area balance of $29,223.27, as of May 10th, 2013. Paid NW Area membership, as of the time of the meeting, was 252, but not all members had submitted dues for 2013. Chris noted the new breakdown of NW APDA $20 dues as follows: $15 goes to the National, $5 stays in the NW area. He felt that there was no pressing need to pass the National increase to the NW area members as of yet. Chris confirmed that a $100 check was sent to the Karstetter Children’s Education fund, as discussed at the last meeting.

Bobbie Roberts reported that no National meetings have been held since the 2012 NW Area Fall meeting in Leavenworth, WA. The next National meeting is scheduled to be held May 29th-31st, 2013, at Walker, MN.

Scholarship Committee –Chris McDarment reported that Zachary Burchett, son of Shelby Burchett, of DCPUD, was the recipient of the 2013 NW APDA $1000.00 Scholarship. Chris McDarment encouraged the membership to get the word out about the scholarship as we only had one applicant this year. Also, be sure to submit applications for next year’s scholarship by April 1, 2014.
Nominating Committee –Bobbie Roberts, Dave Bennett, Ron Roy. Bobbie Roberts tendered her resignation as NW Area Trustee, due to family health issues. Chris McDarment also indicated his desire to vacate the position of NW Area Treasurer. A request for nominations or interest from the floor was made, but there was no interest. Chris agreed to stay in his position until the Fall meeting. The nominating committee agreed to actively solicit interest and nominations for Treasurer and Trustee from the NW Area membership before the Fall meeting. The remaining executive members agreed to temporarily fill the NW Area Trustee position until a replacement can be elected.

Chris McDarment gave an update on the USB stick project. The USB sticks would be sent out to the members as dues for 2013 came in, hopefully no later than the end of summer,
It was agreed that the NW Area should retain the webmaster duties on the upgraded site, having the ability to post links, minutes, and so on, and to be able to make changes to the website, without having to go back to the vendor to make those changes. He will also talk to Gayle Taylor about whether she wishes to continue with her webmaster duties.***** New Business *****
Ron Roy made a motion that we continue our relationship with the current website vendor for the meeting registration sites into the fall 2013 meeting, and after more investigation, a proposal should be tabled at the fall meeting detailing changes and upgrades to the NW Area home webpage, as well as a cost estimate for setup and ongoing hosting.

A discussion was held about vendor advertising or logos on the NW Area website, and the meeting registration sites. It was agreed that the place for vendor, sponsor, and trainer recognition be on the individual meeting registration sites, and meeting agendas, not on the main NW Area website. It was pointed out by Bobbie Roberts that the Bismarck State College link on the NW Area website was as a result of the agreement between the APDA National, and Bismarck State College, for Bismarck to provide inexpensive online NERC CEH training to all APDA members at an agreed to lump sum cost to the APDA National. Ron Roy and Arlen Simon agreed to further investigate the arrangement between the APDA National, and Bismarck State College, and the link on the NW area site, and other area sites, and report back at the fall meeting. Ron also agreed to research advertising arrangements and fee structures in the event that the NW Area was to allow advertising on its main web page.
He suggested the possibility of a new “Commercial” membership type. It was agreed that a bylaw change proposal would need to be tabled in order to achieve this. Ron Roy agreed to investigate, research, and report at the next meeting. It was suggested to pass this topic on to the National APDA for further input and discussion as well.***** Report of Accident and Sickness *****
Greg Rahn reported that long time member Alex Witczak, AESO, is fighting throat cancer, but is very optimistic for recovery.

No time or date was set for the NW Area 2013 Fall meeting, but the location was expected to be in the Portland area. The 2014 Spring meeting is to be held in Calgary, AB, dates and location to be determined.
