Hiring Range: $73,980 $87,035
Annual Salary
Solve problems as they arise to maintain system equilibrium. Monitor system reserves and respond to shortages to maintain adequate reserves in accordance with WECC and SRSG requirements.
Requirements include:
· Three years of prior experience in transmission, generation, power marketing/scheduling, orbalance and interchange.
· Ability to direct other operating personnel.
· Required to be NERC certified within (3 to 6) months.
· High level of intellectual ability.
· Above average mathematical aptitude.
· High level of communication skills.
· Reasonable mechanical aptitude.
· High Computer Literacy.
· Basic Understanding of Thermal Generators.
· Basic Knowledge of SWTC and WECC Systems.
· Testing required for intellectual, logic, mathematical and communication skills along with psychological fitness.
Any equivalent combination of education, training, and/or experience can be substituted for requirements listed above.

The Assistant Power Dispatcher job is a training position, with the possibility of progressing into the Power Dispatcher position within 18 months. The Assistant Power Dispatcher starts at $32.80 per hour and can progress to $34.11 per hour. The Power Dispatcher position currently begins at $36.74, progressing to $38.05 and $39.36 at the mid and top steps, respectively. Top performing Power Dispatchers can progress to Senior Power Dispatcher, which currently pays $43.30 per hour. In addition, these positions receive shift differential pay. SCL also has a competitive benefits package including a pension plan.
Primary Duties: Under the close supervision of Power Dispatchers, employees in this class learn all aspects of the direction and control of the distribution of electrical power on systems up through 34 kV. The Assistant Power Dispatcher will learn the fundamentals of the distribution system, safe operating techniques, and normal and emergency operations. This includes the use of the Energy Management System (EMS), detailed mapping skills, and telephone and two-way radio communication with crews and customers. The Assistant will be required to handle customer service calls and dispatch service crews. After training the Assistant will provide sick and vacation relief for Power Dispatchers and perform other duties as assigned.
Required Qualifications: Requires the equivalent of two years in a journey-level, electrical trade position with electric utility experience, or two years as an electrical engineer with electric utility experience. Candidate must have the ability to work assigned, rotating shifts, including weekends and holidays and occasional overtime in a 24-hour operation. Candidate must have the ability to work in an indoor environment for the duration of a 12-hour shift. The Navy Electrician Mate and Navy Nuclear Electronics Technician six-year programs meet the qualifications for Assistant Power Dispatcher.

POSITION TITLE: System Operations Trainer Salary: $39.98 to $46.75 an hour (DOE)
Unit/Location: System Control Center
Primary Duties: Provide effective near-term and long term training and ensure that certification requirements are achieved for operators, reliability coordinators, and operator support staff. Develop and conduct Seattle City Light system specific training, including developing materials for system operators and support staff. Coordinate the integration of Seattle City Light simulator into training program. Monitor changes in industry training requirements and communicate to Utility management, develop and administer ongoing structured training programs that meet current and future NERC training requirements. Maintain detailed records for each system operator. Training plans must be developed, administered, documented and revised as future requirements change. Develop and administer training, and develop procedures to assess and document the training performance of each system operator and certify that each City Light system operator has met NERC training requirements, including the annual mandatory five-day training and drills. Supervise staff responsible for the operation of the bulk electric system. Develop training materials for other system operations related activities. The System Operations unit is a 24/7 operation. Power system operation is a real-time environment frequently requiring immediate decisions. Staff is required to be on-call 24 hours per day to respond to emergency situations and address inquiries regarding equipment troubles or operating concerns.
Required Qualifications: Two years experience equivalent to a City of Seattle Senior Power Dispatcher and either a Bachelor's degree in Civil, Electrical or Mechanical Engineering or a related field, or additional qualifying experience. Must meet continuing education requirements of NERC & WECC. Must meet NERC annual emergency operations training requirement. Driver's License.
Desired Qualifications: Strong oral and written communication skills are highly desirable.

TRANSMISSION SYSTEM OPERATOR (Code 02-03071-01APPA): Responsibilities include maintaining the electric transmission system to ensure continuity of service, preparing check and direct orders for electric transmission system switching operation, operating electric supervisory control devices including combustion turbine operations, performing limited substation switching, and directing the restoration of transmission facilities.
Requirements: Requires eighteen months experience as a transmission switching center operator. Must have a complete understanding of basic electrical circuits involving voltage, current, and power. Requires a solid knowledge of transmission/distribution line and substation construction and equipment, procedures and requirements for issuing clearances, and service interruption restoration procedures. Demonstrated ability to operate SCADA systems; computer/typing proficiency (Windows 97 and Excel preferred); the ability to distinguish the colors blue, red, and green in diagrams; and obtain a valid California driver's license.
Distribution System Operator requirements are about the same at lower Voltages.

Tacoma Power
Supervises, coordinates and directs the Energy Control Center functions within Transmission & Distribution (T&D) relating to power system operation, control, security, safety, reliability and restoration, and dispatching of personnel.
Compensation for this position falls within an annual salary range of $91,229 to $100,630 (DOQ) per year, depending upon qualifications. In addition, the City provides excellent medical, dental and vision plans; paid holidays and personal time off; and participation in Tacoma’s Public Employees’ Retirement System.
